Shortened URL Link Creation

The GIC offers an open-source link shortener service that gives state web managers and PIOs the ability to generate short URLs with the de.gov domain.

This service — named YOURLS — takes a long URL and provides a redirect to that URL using a shorter, more marketing-friendly URL. The shorter URL includes “de.gov” as the base domain, followed by an alpha-numeric identifier that is either random or custom-defined by the user. Shortened URLs offer greater flexibility for social media channels, which often have limited character-lengths for posting. Shortened URLs are also easier for your online visitors to remember.

For Example
In this example, the link to the Offshore Wind Working Group is a bit too long for easy use in twitter and other social media outlets. It’s not easy to remember when passing along in conversation with constituents. A shortened version uses a logical, easy to remember short-hand.

Important: Only Use For Links to Government Websites
Federal guidelines require that this link shortener only be used to link to URLs that are part of government websites (usually delaware.gov). Citizens should be able to rely on Delaware state agencies to link only to government URLs through a shortened “dot-gov” URL. Web managers and PIOs should use bit.ly, or similar, non- dot-gov third-party services to shorten non-governmental URLs. If you want you can read the federal government “.gov” domain policy here

State Public Meeting Calendar

The Government Information Center (GIC) maintains the online Public Meeting Calendar (PMC) which lists public meetings, hearings and workshops of state agencies and local government bodies. State agencies are required to use this system to post meetings subject to the requirements of the Freedom of Information Act (See 29 Delaware Code, §10004 )

New Website or Domain Requests

Use this form to request either the development of a brand new website or to request a new website domain name associated with delaware.gov.

Approval for any new websites will be contingent upon a review process by the GIC, but applicants must represent an official Delaware state agency or municipality to be considered.

Approval for a new website domain name will be based on the following – Is the name:

  • understandable to users?
  • as short as possible?
  • easy to spell/say/give out over the phone?
  • unique?
  • using words and not acronyms?
  • complying with federal and state policy?

GIC is the organization that approves names, and DTI is the organization that creates them with the Domain Name Service (DNS).

Currently, DTI supports names that are one level under delaware.gov. For example, xyz.delaware.gov is supported. If you have a request that is more than one level under (for example agency.xyz.delaware.gov) then this will have cost and maintenance implications for your agency.

Update Centralized FOIA Information

State agencies are responsible for managing, processing, and responding to Freedom of Information Act (FOIA) requests for their records. In the state of Delaware, responses are legally required within 15 business days.

Agencies must designate internal FOIA coordinators whose responsibilities include assisting requesters, searching for records, and applying legal exemptions to protect sensitive information. 

The GIC maintains the Delaware FOIA request form and forwards each request to each agency’s FOIA coordinator. It is critical to update the FOIA coordinator’s contact information in the event of staff turnover or personnel reassignment to prevent requests from being sent to an unmonitored email address.

Failure to respond to FOIA requests can result in costly legal penalties.
