Video Producer


The Government Information Center is seeking a Video Producer to create and manage digital and multimedia content that helps promote Delaware programs, services, and quality of life to our residents, businesses, and visitors. This position will work across state government agencies to develop video concepts and service multimedia requests from marketing and communications departments. This position will work in a team based environment, and also working alongside agency clients. You will report to the Creative Director in the Government Information Center.

Serve as technical liaison to Delaware state agencies in the areas of video production and future multi-media development.

A Bachelor’s Degree and 5 to 8 years of experience is desired.

Successful candidate will be able to manage multiple projects at once in a fast-paced, deadline driven environment. Must also be able to arrange affairs to work some evenings and weekends as projects dictate.

Job Requirements

  • Create and develop multimedia (audio/video) content for stories, external videos, marketing/social media videos, recruiting videos, training, and other enterprise-wide projects, livestream videos including Facebook Live
  • Work independently, as well as part of a team to establish project deliverables
  • Collaborate closely with internal clients and stakeholders to help facilitate the creation of multimedia content
  • Plan video shoots; scout, select and reserve shooting locations
  • Script, storyboard, budget, allocate resources, set deadlines and select optimal forms of media for projects
  • Develop production schedules
  • Select and hire additional crew and talent when necessary; direct and coach talent; and ensure all location power needs are met
  • Manage equipment
  • Record and edit video and sound projects, including selecting program format for final output, capturing/importing media, organizing raw media, editing footage and sound files, creating and inserting static and motion graphics, titling, adding music/voice-over/sfx, media management and archiving project media
  • Manage video library
  • Evaluate analytics
  • Collaborate to produce a wide range of video content, from social-first, asset-driven/motion graphic content to in-depth, talent-driven features
  • Guide video through ideation and production processes, from kickoff to project completion, collating and refining stakeholder notes at each step
  • Lead and participate in targeted content brainstorms with key stakeholders
  • Work with writing staff to craft and edit video scripts that tell stories and engage fans
  • Work with project manager and key stakeholders to continue developing and refining video workflow and processes
  • Help coordinate and produce live video opportunities and event coverage
  • Contribute to the development and execution of sponsored content programs
  • Keep track of trends in the digital landscape and suggest ways we can implement in our own content spaces
  • Strong project management skills and the ability to prioritize against goals
  • An instinct for telling stories in the digital space

Experience:

  • Video editing with Adobe Premiere, Final Cut Pro, Avid, or similar software
  • Script writing with Final Draft 11 or similar software
  • Using team collaboration platforms like Wrike, Trello, or similar platforms
  • Working with a CMS and best practices for HTML5 video
  • Creating content for clients, or in-house
  • Developing accessible video content (closed captioning, captioning for online/social)

Graphic Designer


The Government Information Center is seeking a graphic designer who will work closely with the Office of the Governor and numerous state agencies to promote access to government information and to raise awareness of Delaware programs, services, and quality of life to our residents, businesses, and visitors. This position will work across state government to develop graphic design concepts and deliverables. You will work with public relations sections across the state to help them visually communicate. You will report to the Creative Director in the Government Information Center.

This position will be a liaison between marketing areas within Delaware state agencies to assist with creating graphics for online, social, print, and advertising mediums.

A Bachelor’s Degree and 1 to 5 years of experience is desired.

Successful candidate will be able to manage multiple projects at once in a fast-paced, deadline driven environment.

Job Requirements

  • Meet with clients to determine the scope of a project
  • Advise clients on strategies to reach a particular audience
  • Determine the message the design should portray
  • Create images that identify a product or convey a message
  • Develop graphics for websites, social media, print, and other mediums
  • Select colors, images, text style, and layout
  • Present the design to clients
  • Incorporate changes recommended by the clients into the final design
  • Review designs for errors before printing or publishing them

Knowledge, skills, and ability:

  • Artistic ability
    • Proven graphic designing experience
    • Highly proficient in all design aspects
    • Developing concepts, graphics and layouts for various mediums: websites, social media, print, and other mediums
  • Communication skills
    • Ability to interact, communicate and present ideas
    • Liaising with clients to determine their requirements and timeline
    • Working with clients, briefing and advising them with regard to design style, format, print production and timescales
  • Technology skills
    • Working with a wide range of media and using graphic design software
    • Up to date with industry leading design software and technologies (InDesign, Illustrator, Photoshop etc.)
    • Able to export designs for appropriate platforms at the best resolution possible
    • HTML5 and CSS3 skills is a plus
  • Platform skills
    • Significant experience working with in social media platforms: Facebook, Twitter, Instagram, YouTube are the core platforms currently used, but that list will grow into others as well
    • Experience with community management in social platforms
    • Experience with analytics and measurement tools in each of the platforms
  • Creativity
    • Thinking creatively and developing new design concepts, graphics and layouts
    • Possession of creative flair, versatility, conceptual/visual ability and originality
  • Time-management skills
    • Scheduling project implementation and defining timeline constraints
    • Must be able to turn projects around in a quick and fast paced environment
